The three digits from the right side of the number denote milliliters and the remaining digits denote liters.
Three digits from the right side of the number i.e.  Three zeros represents milliliters and 8 represents liters.

Solution:
The three digits from the right side of the number denote milliliters and the remaining digits denote liters.
